To me,
None of them looks any better, at all.

It should be somewhat like "R" written in a third alphabate, very Royally.

<== Somewhat like these, but a lot better than these, even .

Agree with you. I didn't like any of the shortlisted but had to go with option 3, which is better of the lot.

I like #4.

One it should be easy to write, two, this looks like Hindhi "ra" - reflecting our own culture.

#3 is the only one,
legible and atleast seems a little, like letter "R" .

Like all our Hindi Movies and TV shows, here also they tried to copy the Euro style ( with, two lines in it )
http://www.google.com/images?hl=en&gbv=2&tbs=isch%3A1&sa=1&q=euro+symbol&aq=f&aqi=g2g-m1&aql=&oq=&gs_rfai=

...

Hope, the " Rs." currency gets stronger on a later run,
and they can compare it with dollar
something like this, perhaps ! ( is that the criteria of two lines behind this ? )

RRK - I voted for 4 instantly without seeing your message and you just reflected the same thought which I had in my mind :-). Perfect Coincidence.
