US tax on provident fund withdrawal

Does anyone know the tax treatment of provident fund withdrawal under the US laws?

I got conflicting answers after a google search. The IRS publications are also not very clear

I had to withdraw provident fund due to bad health and it is not taxable in India

I am a US citizen resident in India
