I am seeing conflicting information about whether we should register US born kids with local authority or not.

Any body has any concrete answer? Is that mandatory to register with FRRO?
My one kid has PIO and another has India Visa. (I think both are same as for as registration is concern).

My take on this:
FRO registration is fairly simple and only needs to be done once (valid until expiry of passport/PIO card), so better to do it.

Did you do it in blr ? they have asked 4-5 documents (with notary certified stamp papered documents etc). and seems like I need to spend a day in Police commissioner's office.

I did do it in blr, the documents asked are basic documents. It took me approx 2 hrs to get it done.
1) You can go by yourself to the commissioner's office and collect the form from them.
2) You will have most of the documents required (Passport photocopy, visa photocopy etc), only thing you need to get done is Notarize the financial affidavit.
Print the format on a 20/- stamp paper which you get from Bank of Mysore and get it Notarized. You can actually ask the notary to type it for you too. Don't pay more than 100 Rs. for this.
3) Go back with ALL DOCUMENTS (they are very particular about all) and your children, the first person will look at all your documents and sign them, then you have to go to ACP office at the front and get it signed there. Once signed it needs to be submitted along with child's passport at one of the windows. You will get a proper printout mentioning all the documents that you have submitted and when you will get them back. (This whole thing took approx 2 hours, which wasn't that bad).
4) It usually takes them 24 hours to process your request, you can go back and collect the passport which will have FRO registration stamp in it.

SP Office (Superintendent of Police) for that particular district the US citizen kid is expected to live in.

There are two parts One is foreigners registration and second is getting residence permit. For kids FRRO registration is not required, however one would have to get the residence permit. So it is better to get both, since we would have to make a visit any ways...
In Hyderabad, if you live in Cyberabad Police commissioner's jurisdiction, then you can fill in the form on-line, make just one visit to Commissioner's office in Gachibowli. Here is the URL

Whole registration process took around 1 hr including the certificate in Gachibowli, Hyderabad office.

Pre-req : Enter all the info online url already posted by mmhyd and keep docs
mentioned ready during the visit.
It was a pleasant experience all the way :
- Whole process is computerised.
- Picture was taken using DigiCam
- Iris scan was done using the Iris scanner.
- Manual verification of dates and document numbers was done
Then couple of officers' signatures and all done, :).
