Yes, they are required by law to take every passenger but there are exceptions as well as some loop holes. Go to any rickshaw stand and there should be an SMS number posted where you can send your complaint. Or alternatively ask the rickshawalas at the stand to explain the rules to you. Usually they will be more than willing to oblige as most of them are also fed up of the few deviants who are giving everyone else a bad name.

yes rickshaw drivers are one of the most arrogant people in pune. I am from pune so i have had enough experiences with them. that said one thing i found out was that most of these rickshaw drivers do not own the rickshaw. they drive it on rent for a particular shift of the day. Usually one shifts ends between 7 to 8 pm and the night shift starts after that so he needs to drop off the rickshaw at that time so the other shift driver can take over.

So usually you will see that a lot of rickshaw drivers will not stop between 7 and 8 pm.

If you consider an autorikshaw as a small business dont they have the right to deny service to any customer, unless they are discriminating based on color, caste or religion?

In my native place, I cant even take an empty auto plying on the street. The auto driver says that I have to take the auto from the stand nearby. And in the stand nearby the prices are high. Basically, I am forced to take auto from a small set of Auto drivers that control the price and competition is warded off. Auto drivers are highly unionized and they have their own laws. And, we have better things to do than pick fights with rowdy elements.

Check your local laws

In NYC, a taxi driver cannot refuse service based on destination

"It is against the law for a taxi driver on duty to refuse to pick you up because of race, disability, or destination within New York City."

However, "on duty" is key. The driver can claim he is off duty

Things are changing for good with Uber, Ola and others.

An Auto ride to my kid's school would cost 110 rupees on meter (of course + 20 or 30 extra). Now, it costs only around 95 by Uber (AC car) and the driver returns change too :)
