25L - 30L is very reasonable to ask for a Tech lead position in Cisco/Juniper Bangalore (with 12 years experience). Start your negotiation with 30L though.

They won't ask for 'proof of salary offer' most of the times. However, if you are asking for 'too much' (in other words, if the deviation between their offer & the offer from your company is 'too much', HR may ask for proof. HR would use that to internally negotiate your pay).
