Does 6 month counts from issue of visa or date of lending in US?

I got Vonage adaptor & I am sending it to India tomorrow. My parents don't have computer in India but they can take a DSL to use vonage. Can somebody tell me what kind of configuration I need to do here in US (in computer) so that they can just start using it. Is vonage legal in India for home use?
